Staff researched the types and styles of engines exhaustively. While there are many engine
types, their purpose differs. The National Fire Protection Association (NFPA) classifies engines
by type and function. A Type 1 Fire Truck is a structural firefighting truck designed to carry 3-4
firefighters and all required NFPA firefighting equipment, and is the most common type of
Engine in use today.

Staff researched all potential manufacturers to select a vendor. Pierce Manufacturing Inc.
(Pierce) was found to be the only vendor with any stock engines available for purchase. LPFD
staff reviewed the apparatus specifications and procurement documents provided by Pierce
and determined that the Enforcer Light/Breathing Air Heavy-Duty Rescue Type 1 Fire Engine
met the general specifications; Pierce confirmed that it has the capacity to build the apparatus
according to City specifications. Pierce quoted the City a price of $1,565,172 for the engine,
inclusive of approximately 10 percent contingency. Staff found the bid from Pierce to be fair
and reasonable.

Sourcewell Account # 113021-OKC, ID #211-Member #33554 (formerly known as NJPA) was
established with the statutory purpose of assisting public agencies in meeting specific needs
that are more efficiently delivered cooperatively than by an entity individually. Jurisdiction
clients can utilize cooperative purchasing contracts through similar joint powers,
intergovernmental cooperation, or cooperative purchasing laws in their respective jurisdictions.
Participating agencies include all eligible government, education, and nonprofit agencies
nationwide and in Canada.

Due to ongoing supply chain problems, purchasing and delivering fire apparatus has become
difficult. New fire apparatus purchases can take 45–48 months from the order date until
delivery. Staff recommends ordering the selected apparatus during FY 2024/25 to meet the
target of FY 2027/28 delivery.

EQUITY AND SUSTAINABILITY
Not applicable, as this item is a routine matter of City business.

OUTREACH
No outreach was conducted, as this item is a routine matter of City business.

STRATEGIC PLAN ALIGNMENT
Approval of this action advances the Citywide ONE Pleasanton strategic plan goal of
Safeguarding our City: Strategy 1 - Assess the City’s overall emergency preparedness
capabilities, resources, and tools and implement changes as needed to ensure the City is
properly positioned to respond to disasters.

FISCAL IMPACT
This purchase will be funded by the Fire Apparatus Replacement Fund (Fund 513). Funding
for Fund 513 is from the General Fund. Given the critical importance of this apparatus, staff
recommends appropriating $1,565,172 in Org 51320113 and Object 440107 (Vehicles). With
this purchase, after accounting for costs associated with prior purchases including three Type
6 Engines purchases and one Enforcer 1500 GPM Pumper Type 1 Fire Engine, the estimated
fund balance is approximately $650,000, which is a very low reserve level considering the
Page 314 of 782
