Parking Minimum Two Spaces Three spaces Two Spaces Two Spaces
*No development is proposed on Lot 2 as a part of this project.

Site Design
The proposed addition maintains the site design of the original residence, with the front door
facing east toward the loop driveway shared with 3380 Mohr Avenue. The home will remain
well set back from Mohr Avenue, with the addition to the south. The mass and scale of the
residence when viewed from Mohr Avenue will not substantially change. The proposed siting
allows for a large rear setback and generous side setbacks, which are all consistent with the
Busch lot standards (as seen in Table 1). The site design will limit grading and tree removal.

Building Design
The proposed addition maintains the architectural style of the existing residence, by utilizing
the same roof pitches and adding vertical board and batten siding details beneath the gables.
The second story addition will modestly increase the overall maximum height of the residence
from 24’-8” to 25’-7”, maintaining the scale of the home.

The board and batten siding will enhance the original “farmhouse” aesthetic of the existing
residence. The stucco on the addition will match the existing white stucco. The scale and
massing of the addition is compatible with the existing residence. The project plans can be
reviewed in Exhibit B.

CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA)
The project is within the scope of the Initial Study/Negative Declaration for PGPA-04, PUD-18,
PGM-6 for Ponderosa Homes, adopted by City Council on August 20,2002. No additional
environmental review is required under the California Environmental Quality Act (CEQA)
Section 15162 because no substantial changes to the PUD are proposed, no substantial
changes have occurred with respect to the circumstances under which the project is
undertaken, and no new information of substantial importance shows that the project will have
one or more significant effects not discussed in the previous negative declaration.

EQUITY AND SUSTAINABILITY
Not applicable, as this item is a matter of routine City business.

OUTREACH
Notice of this application was sent to surrounding property owners and tenants within a 1,000-
foot radius of the site and published in the newspaper. Staff received comments before and at
the Planning Commission meeting. Five comments are in support of the project and cited
maintaining neighborhood character. Three comments are in objection to the project and cited
concern about density, maintaining neighborhood character, and impact from construction. At
the time of report publication no additional comments have been received.

STRATEGIC PLAN ALIGNMENT
Not applicable, as this item is a matter of routine City business.

FISCAL IMPACT
There are no financial impacts associated with the recommended action.
