6

Associates, under contract with the City. Raney will review the reports and the technical peer
review to ensure that all CEQA issues have been accurately and adequately addressed and
incorporate the analysis into the geology and soils section of the IS. If it is determined that
additional analysis needs to be prepared for the project, Raney will coordinate with the City to
determine the appropriate approach to updating the applicant-provided reports.

Remaining Issue Areas
The remaining issue areas of the IS/MND will be based upon information provided by the City
of Pleasanton and or/the project team, as well as pertinent City of Pleasanton documents,
including but not limited to the City of Pleasanton General Plan, General Plan EIR, and any other
pertinent information prepared for the project site and surrounding area.

With respect to noise, Raney anticipates that operational noise attributable to the proposed
project will be minimal due to the grade differential between the site and adjacent properties;
therefore, preparation of a noise study is not proposed at this time. Raney will evaluate
construction noise based on typical noise levels from construction equipment and noise
attenuation due to distance in order to determine anticipated noise levels at the nearest sensitive
receptors. If the City requests a project-specific noise study, Raney will amend the scope of
work, budget, and schedule to contract with a technical noise consultant.

With respect to transportation, Raney will conduct a qualitative analysis of vehicle miles traveled
(VMT). According to the Governor’s Office of Planning and Research’s (OPR) Technical
Advisory on Evaluating Transportation Impacts in CEQA (December 2018), because new retail
developments typically redistribute trips rather than creating new trips. By adding retail
opportunities into the urban fabric and thereby improving retail destination proximity, local-
serving retail development tends to shorten trips and reduce VMT. Regional-serving retail
development, on the other hand, which can lead to substitution of longer trips for shorter ones,
may tend to have a significant impact. Raney will coordinate with the City to determine the best
approach for VMT analysis. If the project is not eligible to be screened-out for VMT analysis,
Raney will coordinate with the City to have a VMT analysis prepared.

Raney will complete the following deliverables:
• Review applicant-provided technical reports;
• Prepare the introduction, project description, illustrations, and environmental checklist
and discussion of the IS/MND; and
• Submit one electronic copy of the Administrative Draft IS/MND to the City upon
completion.

Task 3 Prepare Screencheck Draft IS/MND and Prepare Public Review Draft
IS/MND for City Release to the Public
The objective of this task is to edit the Administrative Draft IS/MND based on the comments
received from City staff to prepare a Screencheck Draft IS/MND. The City will then review the
Screencheck Draft IS/MND to provide any additional comments. Raney will revise the
Screencheck Draft IS/MND, based on any additional City comments, to submit a Public Review
Draft IS/MND to the City for distribution. Raney assumes the City will publish the notice for the
IS/MND in the paper, post the IS/MND online, and provide a copy of the notice and IS/MND to
Docusign Envelope ID: 2A85D316-C052-4009-999F-38708C3D7EBCDocusign Envelope ID: 9E909BA3-E203-400F-8158-F382D9C3612B
