IN THE AMOUNT OF $374,391 AND AN APPROXIMATELY 10 PERCENT
CONTINGENCY OF $37,439 FOR THE ANNUAL SLURRY SEALING OF
VARIOUS STREETS PROJECT, CIP NO. 24504

SUMMARY
This project applies slurry seal on 560,000 square feet of existing pavement to prolong the
useful life of the existing street infrastructure while providing a safe and smooth riding
condition. Slurry seal is an application of a thin coat of asphalt/aggregate slurry mixture that
seals the road surface.

Bids were received on April 3, 2024, and staff recommends awarding the construction contract
to the lowest responsible bidder, American Asphalt Repair & Resurfacing Company, Inc., in the
amount of $374,391 and an approximately 10 percent contingency of $37,439 for the Annual
Slurry Sealing of Various Streets Project, CIP No. 24504.

RECOMMENDATION
1. Approve plans and specifications and award a construction contract for the project to
American Asphalt Repair & Resurfacing Co., inc., of Hayward, CA, for the low bid
amount of $374,391.
2. Authorize the City Manager to enter into the project contract.
3. Authorize the Director of Public Works, or authorized staff, to approve and execute
contract change orders for a project contingency amount of $37,439 (approximately 10
percent of the contract) for unforeseen yet necessary related work.

BACKGROUND
The City has two annual projects designed to maintain roadway infrastructure: the Annual
Street Resurfacing and Preventative Maintenance Project and the Annual Slurry Seal of
Various Streets Project. The first project resurfaces various roadways by overlaying the
existing pavement with a new layer of asphalt concrete, while the other project slurry seals a
different set of roadways. The resurfacing project is considered a street reconstruction project,
while the slurry project is a preventative maintenance project. Together, these projects are
designed to maintain the City’s roadway pavement condition.

Slurry seal is placed on streets that are in good condition to seal the street before surface
deterioration occurs, which would allow water to penetrate the roadbed and lead to premature
roadway failure. Slurry seal treatments are expected to last six to eight years, depending on
the amount of traffic on the street. Slurry seal costs approximately one-fifth of the cost of
Page 202 of 448Page 211 of 557
