The project will install a new 18-inch water line in parallel to the existing 12-inch line from
Turnout No. 5 at the corner of Nevada Street to the Vineyard Booster Station at the
intersection of Vineyard and Bernal Avenue. The project also includes improvements at
Turnout No. 1 on Santa Rita Road that will replace the interior piping and equipment to Zone 7
Water Agency’s current standards and include a motorized control valve, flow meter, fluoride
injection, and instrumentation. The turnout was placed out of service after it was flooded, the
equipment was temporarily repaired, and the leak was repaired. Construction of the project
began in February 2024, with major construction impacts anticipated in late March 2024.

Stoneridge and Sunol Water Lines & Turnout No. 4 - IN PROGRESS
The second project consists of Turnout No. 4 Replacement and Booster Station and
Stoneridge Drive 24-Inch Potable Water Main (F-1 Line), CIP No. 24171, and the Sunol
Boulevard 20-Inch Water Main (F-7 Line), CIP No. 24173, packaged together as Near-Term
Water Improvements. Bids opened on February 22, 2024, and the bid was presented to the
City Council on March 19, 2024, with an anticipated construction cost of $9.5 million. Work on
Stoneridge Drive occurs from Johnson Drive to Hopyard Road and will include installation of
approximately 3,200 linear feet of 24-inch fusible PVC water main; 450 linear feet of ductile
iron pipe ranging in diameter from 18-inch to 24-inch; site preparation for installation of a new
prefabricated booster station which is being procured separately; and installation of the
prefabricated booster station with new Zone 7 connection once fabrication is complete. Work
on Sunol Boulevard will extend from Sycamore Road to Bernal Avenue and includes the
installation of 4,500 linear feet of 20-inch ductile iron pipe connecting to the existing City
system at each end. The project will construct a larger turnout and booster station that will
increase the firm capacity and reliability of the turnout from 1,000 gallons per minute (gpm) to
5,200 gpm.

Turnout No. 4 Booster Station - IN PROGRESS
The third project is the procurement of the prepackaged booster station. Given the limited site
conditions, a prepackaged booster station will be built off-site and will be similar to the
Recycled Water Booster Station in Ken Mercer Sports Park. The consultants developed a
request for proposal (RFP), and proposals were received on January 19, 2024. The proposals
ranged from $1.7-$1.8 million, as compared to the engineer’s estimate of $850,000. Further
analysis and updates to the RFP are being completed to reduce costs. It is anticipated the
booster station will not be installed until spring 2025, and the temporary rental pump will
continue to be in place as needed.

In addition to the water line improvements, the bond proceeds will be utilized toward the design
work of new City wells to replace the City’s ground water pumping quota.

Water Supply Alternative – City Ground Water Supply Project - IN PROGRESS
The Water Supply Alternative project identified and reviewed options to address PFAS in the
City's existing groundwater wells and outlined several alternatives to restore the City’s 3,500
acre-feet groundwater pumping quota. The City is moving forward with a project to design,
construct, and operate two new groundwater wells in the Bernal sub-basin (as outlined in the
agenda report regarding the Water Supply Alternatives Study presented to the City Council on
October 17, 2023). If during the feasibility process of test drilling and permitting with Zone 7, it
is determined that new groundwater wells are not feasible, then the City would pivot back to
constructing a reduced PFAS Treatment and Well Rehabilitation project with a focus on
improvements to Well 8 (City PFAS Treatment and Well 8 Rehab Project).
