Project Description
Addendum to the City of Pleasanton Downtown Specific Plan Final Environmental Impact Report 11
3 Project Description
The project applicant proposes a different land use than was designated in the DSP, specifically to
construct and operate a mixed residential and commercial development. The characteristics of the
proposed project and modifications to the uses envisioned in the DSP are listed in more detail in
Table 1 in Section 3.1 below. The Barone’s project would involve demolition of all development
on the site with the exception of the existing single-family residence, and construction of 14
detached two-story single-family residences and two commercial buildings of approximately 1,300
and 1,800 square feet, respectively. The project would also include the addition of an attached
garage to the rear of the existing single-family residence and construction of a one-story, detached
accessory dwelling unit (ADU) immediately north of the proposed attached garage. The project
site would be accessed via a new private street and the two commercial buildings would be
accessible via a new public courtyard. The private street would be accessed via St. John Street.
Pedestrian access to the project site would be provided via the existing sidewalks on St. John
Street. The proposed project layout is shown in Figure 5.
The proposed residential buildings would be wood-framed structures on post-tensioned slab
foundations. The single-family residences would be constructed with one of five floor plans of
varying size. The floor plans, features, and areas are described below.
Plan 1 would include 4 bedrooms and 3.5 bathrooms comprising 3,316 square feet
Plan 2A would include 4 bedrooms and 3.5 bathrooms comprising 3,642 square feet
Plan 2B would include 4 bedrooms and 4.5 bathrooms comprising 3,783 square feet
Plan 3A would include 4 bedrooms and 3.5 bathrooms comprising 3,355 square feet
Plan 3B would include 4 bedrooms and 3.5 bathrooms comprising 3,401 square feet
The building heights would range from 28 feet and 5 inches to 31 feet and 2 inches. Each residence
would include office flex space and a two-car garage. No basements are proposed. Utilities would be
constructed underground and would connect to existing utilities (potable water, sanitary sewage,
and stormwater drainage) that currently serve St. John Street. The private street would be
constructed at widths to accommodate emergency vehicle turning radii. In addition to garage
parking, there would be 11 guest parking spaces on the private street and 2 EV-charging parking
stalls for the commercial buildings.
The proposed commercial buildings would be constructed to the east of the proposed private street
and west of the existing adjacent Rose Hotel, and would have frontages along St. John Street. An
approximately 1,560 square foot plaza would be in between the two commercial buildings. Each
building would be one story, with a maximum height of 23 feet. The total floor to area ratio on the
commercial lot, including both buildings, attached restroom, and trash room, would be 0.28.
The proposed project would retain 12 existing trees and remove 39 existing trees, 34 of which are
considered “Heritage trees” and would require a tree removal permit (PMC Chapter 17.16). The
project would also include planting approximately 36 new trees, which would primarily be planted
along the proposed private road and within the commercial parking lot. Erosion control with native
plants, native grass mixes, and various shrubs would be planted throughout the project site. Plants
would be drought tolerant, California native, Mediterranean species, or other appropriate species.
No invasive species as listed by the California Invasive Plant Council would be used.
