Environmental Impacts of the Proposed Changes to the Original Project

Addendum to the City of Pleasanton Downtown Specific Plan Final Environmental Impact Report 19
Overall, the proposed project would have a less than significant impact to aesthetics, similar to the
Final EIR for the DSP.
Effects and Mitigation Measures
No new or substantially more severe significant effects would occur to aesthetics, and no new
mitigation measures are necessary.
Conclusion
Impacts would be less than significant, similar to those identified in the Final EIR, and no significant
new or substantially increased aesthetics impacts would occur compared to those discussed in the
Final EIR.
5.2 Air Quality
Impacts Identified in the Certified Final EIR
The Final EIR determined that implementation of the DSP would not conflict with or obstruct
implementation of the applicable air quality plan, the Bay Area Air Quality Management District’s
(BAAQMD) 2017 Clean Air Plan. The analysis therein demonstrated the DSP would support the
primary goals of the Clean Air Plan, would include applicable control measures from the Clean Air
Plan, and would not hinder implementation of any control measures. Impacts would be less than
significant.
The Final EIR determined that development facilitated by the DSP would violate air quality
standards, contribute substantially to existing or projected air quality violations, and would result in
a cumulatively considerable net increase in criteria pollutants for which the region is in
nonattainment. The DSP would involve implementation of Mitigation Measure AQ-1, which would
require development projects facilitated by the DSP to prepare a technical assessment that
evaluates construction-related air quality impacts, and Mitigation Measure AQ-2, which would
require development projects facilitated by the DSP to prepare a technical assessment that
evaluates operation-related air quality impacts. However, even with implementation of these
mitigation measures, development facilitated by the DSP would generate ozone and particulate
matter, criteria pollutants for which the region is in nonattainment. Impacts would be significant
and unavoidable.
Impacts of the Barone’s Project
In accordance with Mitigation Measures AQ-1 and AQ-2 of the DSP, a technical assessment of the
project’s construction and operational air quality impacts is provided below.
Air Quality Standards
CONSTRUCTION EMISSIONS
Construction associated with the Barone’s project would generate short term emissions of criteria
air pollutants. The criteria air pollutants of primary concern within the project area include ozone
(O3) precursor pollutants (i.e., reactive organic gases [ROG] and nitric oxide [NOx]) and particulate
matter with diameter 10 microns or less and 2.5 microns or less (PM10 and PM2.5). Construction
generated emissions are of temporary duration, lasting only as long as construction activities occur,
