City of Pleasanton
475 and 493 St. John Street Mixed-Use Project

20
but would be considered to result in a significant air quality impact if the volume of pollutants
generated exceeds BAAQMD’s thresholds of significance.
Temporary generation of construction emissions would result from demolition, site grading, road
paving, motor vehicle exhaust associated with construction equipment and worker trips, and the
movement of construction equipment, especially on unpaved surfaces. Emissions of airborne
particulate matter are largely dependent on the amount of ground disturbance associated with site
preparation activities as well as weather conditions and the appropriate application of water.
The duration of construction activities associated with the Barone’s project is estimated to last
approximately 26 months. Construction-generated emissions associated with the Barone’s project
were calculated using the California Emissions Estimator Model (CalEEMod), version 2022.1.
CalEEMod uses project-specific information, including the project’s land uses, square footages for
different uses (e.g., residential, and commercial), and location, to model a project’s construction
and operational emissions. Estimated average daily construction-generated emissions for the
proposed project are summarized in Table 3.
Table 3 Project Construction Emissions
Average Daily Emissions (lbs./day)
ROG NOX CO SOX
PM10
(exhaust)
PM2.5
(exhaust)
2025 2 20 23 <1 1 1
2026 2 13 15 <1 <1 <1
2027 <1 <1 <1 < <1 <1
BAAQMD Thresholds (average daily emissions) 54 54 N/A N/A 82 54
Threshold Exceeded? The
City requires implementation of a dust control plan, pursuant to the standard condition of approval
(COA) included below, which would reduce fugitive dust during construction. The dust control plan
may include Best Management Practices (BMPs from Table 5-2 of BAAQMD’s 2022 CEQA Guidelines
(BAAQMD 2023). The City also has a standard COA that would designate a “disturbance
coordinator” in case of complaints regarding construction fugitive dust. Given that construction
would be temporary, and the standard COAs would be implemented, impacts from fugitive dust
would be less than significant. Therefore, although the DSP anticipated significant and unavoidable
impacts for regional air pollutants, project construction would not result in a cumulatively
considerable net increase of any criteria pollutant for which the project region is non-attainment
under an applicable federal or State ambient air quality standard. Impacts would be less than
significant.
