Environmental Impacts of the Proposed Changes to the Original Project

Addendum to the City of Pleasanton Downtown Specific Plan Final Environmental Impact Report 21
Standard Conditions of Approval
Dust Control Plan: The applicant shall submit a written dust control plan or procedure with the
first submittal of the grading and improvement plans to the Engineering Department subject to
the review and approval of the Director of Engineering/City Engineer.
Disturbance Coordinator: The applicant shall designate a “disturbance coordinator” who shall be
responsible for responding to any complaints regarding construction noise, dust, construction
parking, etc. The coordinator (who may be an employee of the general contractor) shall
determine the cause of the complaint and shall require the implementation of reasonable
measures warranted to correct the problem. A telephone number of the disturbance
coordinator shall be posted on the construction site fence and on the notification sent to
neighbors adjacent to the site. The sign shall also list an emergency after-hours contact number
for the disturbance coordinator, or designee.
OPERATIONAL EMISSIONS
Operation of the Barone’s project would generate criteria air pollutant emissions associated with
area sources (e.g., architectural coatings, consumer products, and landscaping equipment) and
mobile sources (i.e., vehicle trips to and from the Barone’s project site). Pursuant to PMC Section
20.26.370, Section 5.106.13 added—All-electric buildings, the proposed residences would not
consume natural gas; therefore, energy source emissions would not be generated by the residences.
Emissions from the existing restaurant is subtracted from the Barone’s project operational
emissions to determine the net increase of air quality emissions from the project. Table 4
summarizes the project’s maximum daily operational emissions by emission source.
Table 4 Project Operational Emissions
Average Daily Emissions (pounds/day)
Sources ROG NOX CO PM10 PM2.5 SOX
Mobile <1 <1 3 1 <1 <1
Area 1 <1 <1 <1 <1 <1
Energy <1 <1 <1 <1 <1 <1
Existing Emissions (1) (<1) (3) (1) (<1) (<1)
Net Project Emissions 1 0 <1 <1 <1 <1
BAAQMD Thresholds 54 54 N/A 82 54 N/A
Threshold Exceeded?
