Environmental Impacts of the Proposed Changes to the Original Project

Addendum to the City of Pleasanton Downtown Specific Plan Final Environmental Impact Report 27
Compliance with required stormwater controls and implementation of the above DSP policy would
minimize stormwater runoff and pollution in Arroyo del Valle. Therefore, the proposed project
would not result in substantial adverse effects to special status species, habitat, sensitive natural
communities, or wetlands associated with Arroyo del Valle during operation. Impacts would be less
than significant.
The proposed project would occur adjacent to Arroyo del Valle, which provides a corridor for
movement of native fish and wildlife species, including special status species such as California red-
legged frog, California tiger salamander, western pond turtle, and Chinook salmon. However, the
project site is located within an urban setting with existing roads and development; the existing area
to be developed adjacent to the creek is a paved parking lot with chain-link fencing; and the new
residences would be set back 20 feet from the top of the existing bank; therefore, the proposed
project would not substantially interfere with fish and wildlife movement compared with existing
conditions. Impacts would be less than significant.
The proposed project would involve removal of 39 trees on the project site, 34 of which are
considered “Heritage trees” pursuant to PMC Chapter 17.16. The project applicant would be
required to obtain a tree removal permit from the City. In addition, the project applicant would be
required to comply with the following City standard COAs associated with tree removal:
Standard Conditions of Approval
Tree Report. The applicant shall comply with the recommendations of the tree report prepared
by Richard Gessner of March Consulting Arborists dated December 3, 2020. No tree trimming or
pruning other than that specified in the tree report shall occur. The applicant shall arrange for
the Project Arborist to conduct a field inspection prior to building permit issuance to ensure all
recommendations have been properly implemented. The Project Arborist shall certify in writing
all recommendations have been followed.
Tree Removal Mitigation. Any trees approved to be removed by the City shall have its full value
paid into the City’s Urban Forestry Fund. A credit for replanting trees shall be as follows:
$200 credit for a 15-gallon size replacement tree;
$400 credit for a 24-inch box size replacement tree; and
$800 credit for a 36-inch box size replacement tree.
Tree Bond. Any tree affected by development/construction must be protected per the
Municipal Code. The applicant shall post cash, letter of credit, or other security satisfactory to
the Director of Engineering/City Engineer, for all Heritage Trees and any other significant tree as
deemed by the City Landscape Architect. This bond or security will be for the value of the
tree(s), up to a maximum of $100,000, and shall be held for a minimum of 1 year following
acceptance of public improvements of completion of construction, whichever is later, and shall
be forfeited if the trees are destroyed or substantially damaged. An arborist shall be onsite
during any tree work (i.e. root pruning, trimming, setting up tree protection, etc.). The bond or
security may be released early with a certification letter by the arborist confirming he/she was
present during said tree work and work was performed in accordance with the arborist’s
recommendations.
