Project Name: 475-493 St. John St. HRE Pleasanton
Historic Resources Evaluation - DRAFT
Project No: HP0932.2101.00
February 25, 2021

treanorhl.com 19
context, the NRHP has identified seven aspects of integrity (identified above under the NRHP criteria), which the
CRHR closely follows.41

Local Eligibility
Apart from the “7. Conservation and Open Space Element” of the Pleasanton General Plan 2005-2025, the City
does not have any regulations regarding historic resources, or any other ordinance that identifies local historic
resources. The plan sets goals to “designate, preserve, and protect the archaeological and historic resources
within the Pleasanton Planning Area: and extablishes the policy to “preserve and rehabilitate those cultural and
historic resources which are significant to Pleasanton because of their age, appearance, or history.”42 The policy
on the historical and archaeological resources does not include any local criteria for evaluation; rather the City
uses those established for the CRHR to evaluate the significance of cultural resources. Therefore, the City relies
on the CRHR criteria for determining eligibility of historic resources.

11. SIGNIFICANCE EVALUATION
Current Historic Status
The subject parcels have not previously been identified on any state or national historic resources inventory.
According to the Pleasanton General Plan 2005-2025, both parcels are located within the Downtown
Commercial Center which was identified as a heritage neighborhood. The 493 St. John Street property was also
identified as a historic structure in the Pleasanton General Plan 2005-2025.43 The most recent Downtown Specific
Plan (adopted August 2019), Pleasanton Downtown Historic Context Statement (March 2015), or Pleasanton
Limited Scope Historic Resource Survey (August 2015) do not identify the parcels at 475 and 493 St. John Street
as historic.

475 St. John Street (APN 94-114-7)
Criterion A/1 – Association with significant events
The main building at 475 St. John Street was constructed pre-1888 during the post-railroad subdivision and
development period in Pleasanton that took place from ca. 1869 to 1900. The area remained sparsely populated
in the 1850s, but the arrival of the railroad increased the population as subdivisions along the axes of Main
Street and the railroad formed the core of the Pleasanton town site in the 1860s. The arrival of the Central Pacific
Railroad sparked a commercial, agricultural, and residential boom in Pleasanton. The subject property is
associated with early residential development patterns in Pleasanton, specifically with the post-railroad
subdivision and development period as one of the earlier residences in downtown. Therefore, the property
appears eligible for listing on the NRHP or CRHR under Criterion A/1. The period of significance would be
1880s, when the main building was constructed.

Criterion B/2 – Persons
No persons of known historical significance appear to have been associated with the subject property. None of
the owners or occupants have been identified as important to the history of Pleasanton or California. Therefore,
the building does not appear eligible for listing on the NRHP or CRHR under Criterion B/2.

41 How to Apply the National Register Criteria for Evaluation, 1.
42 The City of Pleasanton, Pleasanton General Plan 2005-2025 (adopted July 21, 2009), pages 7-11 to 7-16, 7-35, 7-36.
43 The City of Pleasanton, Pleasanton General Plan 2005-2025 (adopted July 21, 2009), pages 7-13 to 7-16.
