Request for Proposals (RFP) for consulting services to perform test well construction
oversight, water quality and yield testing, an assessment of groundwater sustainability, a
feasibility review of alternative project configurations, and a basis of design for the
recommended alternative. Zone 7 received five proposals and, after interviews were
conducted by a committee consisting of Zone 7 and City staff, Luhdorff & Scalmanini
Consulting Engineers (LSCE) was selected as the most qualified for this project, with a final
and best contract amount for the Phase 1 project of $1,083,836. As noted, City staff
participated in the contract solicitation and selection processes which align with the City’s
procurement process.

On October 16, 2024, the Zone 7 Board of Directors authorized its General Manager to enter
into agreement with Nor-Cal Pump & Well Drilling, Inc. for a not-to-exceed limit of $1,540,958
which includes a 10 percent contingency. Also on October 16, 2024, the Zone 7 Board
authorized its General Manager to enter into agreement with LSCE for a not-to-exceed limit of
$1,192,220 which includes a 10 percent contingency. This agreement includes approximately
$175,000 of optional services that are specific to Zone 7 regional efforts and, if performed, will
not be part of the cost share with the City. The Zone 7 agenda report is provided as
Attachment 2.

When combined, anticipated services for the contractor test well construction agreement, the
consultant feasibility study agreement, and other minor services are $2,733,178, which
exceeds the not-to-exceed limit of the original City and Zone 7 agreement of $2,000,000.
Therefore, staff recommends the City approve Amendment No. 1 (Attachment 1) to the original
agreement with Zone 7 to increase the total not-to-exceed limit by $733,178 to a revised not-
to-exceed limit of $2,733,178 with cost sharing of $1,449,947 for Zone 7 and $1,283,231 for
the City.

Other terms and conditions in the original agreement are unchanged.

EQUITY AND SUSTAINABILITY
Approval of this action advances the Citywide Climate Action Plan 2.0 (CAP) - Water
Resources - Reduce GHG emissions from water usage (including conveyance) and prepare
community water resources for a changing climate which will result in cost savings, enhance
water quality and availability, improve infrastructure, and increase resiliency.

OUTREACH
Phase I of the project include community engagement efforts led by the City, including
notifications of test well construction activities and outreach to understand and mitigate
potential impacts. A November 1 community meeting held in the Pleasanton Tennis and
Community Park was promoted to neighborhoods near the three identified parks and shared
more broadly on the City's social media platforms.

STRATEGIC PLAN ALIGNMENT
Approval of this action advances the ONE Pleasanton strategic goal of Investing in Our
Environment - Strategy 3 to identify funding and implement the recommendations from the
Water Supply Alternative Study to resolve PFAS water quality issues.
