The pre-packaged booster station procurement was
solicited through the City’s design consultant services as permitted under the Uniform Public
Construction Cost Accounting Act 22002.5, with three final proposals received. Staff
recommends awarding a purchase order in the amount of $1,170,000 to Shape Incorporated of
Pleasanton, California, with the lowest responsible proposal for the Turnout No. 4 Pre-
Packaged Booster Station Procurement, CIP No. 24181. In addition, staff recommends
approving a 10 percent contingency of $117,000 for additional changes and modifications
during the shop drawing process.

RECOMMENDATION
1. Approve a purchase order for $1,170,000 with Shape Incorporated of Pleasanton,
California, for the Turnout No. 4 Pre-Packaged Booster Station Procurement, CIP No.
24181.
2. Authorize the City Manager or their delegate(s) to enter into the purchase order.
3. Authorize the Director of Public Works, or designee, to approve and execute contract
change order(s) for a contingency amount not to exceed $117,000 (approximately 10
percent of the purchase order).

BACKGROUND
Turnout No. 4 is located at the southwest corner of the intersection of Stoneridge Drive and
Hopyard Road and connects to Zone 7’s 20-inch supply line in Hopyard Road. It was built in
1980 with a capacity of 4,500 gpm (gallons per minute). The control and metering equipment
are housed below grade in a concrete vault with a small building to house the fluoride
chemicals and control systems. The site is shared with a "Welcome to Pleasanton" sign,
electrical cabinet, and traffic signal equipment.

The turnout operates with higher pressure from Zone 7, pushing water into the City's
distribution system. As the Tri-Valley area grew, the available pressure from Zone 7's system
decreased when other agencies filled their systems, thus reducing the turnout's capacity to
below 1,000 gpm during peak demand. A water booster station is required to ensure the
demand can be met regardless of other agencies' activity. The booster station will use electric
Page 174 of 658
