Consultants
conducted a detailed analysis, assessing current and projected sewer capacity needs based
on projected growth and development. This sewer capacity evaluation forms the basis of the
upcoming Sanitary Sewer Management Plan (SSMP), which outlines essential infrastructure
upgrades, maintenance, and condition assessments to comply with the State’s Sewer
Systems General Order. The SSMP, expected to be completed by June 2025, will be the
basis of the Sewer CIP to prioritize critical projects for the sanitary sewer program. The plan
will also support a future sewer rate study in FY 2024/25, with a new rate structure to be
implemented by January 2026.

Key sewer projects delivered in FY 2023/24 include:
1. Replacement and upgrade of sewer mains on Regency Drive, W. Angela Street, and
Arendt Way
2. Reconstruction of manholes on California Avenue and Washington Street
3. Relocation of sewer lines at Bernal Bridge to address erosion risks
4. Flow adjustments and system upgrades at Rose Avenue to improve efficiency.

Design work is also underway for permanent repairs at the S-14 Pump Station and sewer
replacements as part of the West Las Positas Multimodal Reconstruction project. These
efforts strengthen the City’s sewer infrastructure for future demands and resiliency.

Water CIP Program
Table 4 summarizes the full list of Water CIP projects that had a budget in FY 2023/24, actual
expenditures if any, and recommended carryforwards.
