As noted, impact fees can only be used to meet the proportion of facilities costs
associated with new development; based on the future service population, this amounts to
22.7% of those facilities costs. This proportion is reflected throughout the impact fee
calculations.

A summary of the maximum fee amounts derived from the study is provided in Table 1, below.
Note that these fees are shown on a per unit basis for residential development, to provide an
easier “apples to apples” comparison with current fee amounts. A separate calculation is
applied to translate this into a per square foot amount, for single-family and multi-family
development (see Tables 25 and 26 in Attachment A).

It is further noted the fee includes a 2% Administrative Charge. This charge supports the costs
for the City to collect, report on, and administer the fee, and helps to address the cost of this
and future updates of the fee (see Fiscal Impact Analysis section, below).

Table 1: Capital Facilities and Transportation Fee, Maximum Amounts
Capital Facilities Fee Transportation Impact
Fee

Land Use Current
Amount
Maximum
Amount1
Current
Amount
Maximum
Amount1
Total Max.
Fee
Residential (per unit)
Single-Family $20,483 $29,677 $11,642 $20,565 $50,243
Multi-Family $14,593 $21,016 $7,158 $11,158 $32,174
Non-Residential (per square foot, except Lodging)
Office (per sq.ft) $2.97 $13.41 $18.17 $31.50 $44.92
Commercial/Retail
(per sq.ft)
$2.16 $9.15 $26.71 $48.35 $57.50
Industrial (per
sq.ft)2
$0.95 to
$2.38
$4.02 $10.99 $17.94 $21.96
Lodging (per $1,173 $671 $7,675 $12,908 $13,579
Page 210 of 893
