Raftelis has prepared the Draft Water and Wastewater Connection Fee Study, which includes
the necessary background, analysis and documentation to support the adoption of updated
fees. (Attachment 2)

The study addresses the water and wastewater connection fees which covers the cost for new
and expanded water and sewer infrastructure (pipes, tanks, pump stations, etc.) to meet the
demands of new residents and employees. The analysis breaks down the demands and costs
for new development into a base rate for a single-family residential (SFR) home and then
scales the rates in comparison to the base capacity/demand. For water, the base rate is based
on the smallest meter offered by the City which is a 5/8” meter which accommodates the
typical SFR home.

For wastewater, the base rate is based on SFR home unit and then scaled by equivalent
dwelling units (EDU) ratios for different customer classifications. The EDU converts the
wastewater demands from a SFR home to various customer classifications based on per
square foot basis and incorporates a factor to adjust for the strength of the wastewater. The
EDUs were previously established by the City and Dublin San Ramon Services District
(DSRSD), which operates the facility that treats the wastewater conveyed to it through the
City-operated sewer system.

Tables 5 and 6 indicate the maximum justifiable connection fee amounts, for water and
wastewater, respectively.

Table 5: Water Connection Fees (See Attachment 2, Tables 8 and 9 for full list of water
connection fees
Meter Size Meter
Capacity
Current Fee 2024 Update
Maximum Allowable
Percent Change
5/8" 25 $1,200 $2,721.29 227%
3/4" 35 $1,800 $3,809.81 212%
1" 55 $3,000 $5,986.84 200%
1.5" 120 $6,000 $13,062.20 218%

Table 6: Wastewater Connection Fees by Equivalent Dwelling Unit (See Attachment 2,
Table 10 for full list of wastewater connection fees)

EDU
Ratio
Factor Current
Fee
2024 Update
Maximum
Allowable
Percent
Change
Single Family
Residential (SFR) 1 unit $500 $556.24 111%
Secondary
Dwelling Unit 0.004
square
foot $2 $2.22 111%
