Pleasanton relatively more attractive as a location for new commercial and/or residential
development.

If the City Council agrees it is prudent not to set some or all fees at the maximum, then there
are policy decisions to be made about which specific fees should be reduced. For example, as
a matter of policy, the City Council could decide it is preferable to collect more TIF by setting it
at or close to the maximum supportable amount; however, doing so would require a reduction
in another fee category, such as the CFF or commercial linkage fee for affordable housing, to
keep the fee burden within the feasible range.

To help frame the recommendations and alternatives, EPS developed estimates of the
capacity of various types of residential development to absorb fee increases, while remaining
financially feasible. In cases where the aggregate increases in fees would exceed this fee
burden capacity, options are provided for City Council consideration with respect to fee
adjustments.

As a second point of reference, and with the assumption that Pleasanton wishes to remain
somewhat comparable or competitive with peer jurisdictions, EPS summarized the average fee
burden charged by our peer jurisdictions in those same development categories where
feasible. This analysis resulted in a series of alternatives for City Council consideration, for
each of the major land use categories.

Residential: Single-Family Detached Fee Alternatives
Two alternatives are proposed, summarized below and with the resultant fee amounts shown
in Table 8.
Alternative 1: Adopt all fees at the maximum level supported by the fee and nexus studies.

Alternative 2: (Recommended)
• Charge the CFF and TIF at the maximum level; and
• Set the Affordable Housing Fee in-lieu at $42.10 per square foot, equivalent to the
maximum fee for townhome units.

Table 8: Single-Family Detached: Fee Alternatives
Alternative 1
(Maximum Fee Amounts)
Alternative 2: Reduce In-Lieu
Housing Fee
(Recommended)
Fee
(Per Sq.
