The City
Council will also consider adopting the new Capital Facilities, Transportation, Commercial
Linkage, Water and Wastewater Connection, and Affordable Housing Fees.

Pursuant to State Law, fees become effective 60 calendar days after adoption. Therefore, if
the second reading of the ordinances for adoption are held on January 7, 2025, the fees would
become effective on March 8, 2025.

CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA)
The adoption of the amendments to the various fees are not considered a project under CEQA
Guidelines Section 15378 because the amendments do not have the potential for resulting in
either a direct physical change in the environment, or a reasonably foreseeable indirect
physical change in the environment; the amendments create government funding mechanisms
which do not involve any commitment to any specific project. As projects are developed and
proposed for implementation, the environmental impacts of such facilities would be evaluated
in accordance with CEQA

EQUITY AND SUSTAINABILITY
Adopting the updated fees helps to advance equity and sustainability goals by ensuring that
new development contributes to the necessary facilities and infrastructure, including upgrading
buildings and facilities to meet energy efficiency standards, and expanding facilities to meet
the needs of all segments of the community. Updating affordable housing fees will help to
increase the inventory of below-market rate units by collecting fees that support the City’s
affordable housing programs and production.

OUTREACH
Notice of this meeting was placed in the Valley Times, and interested parties requesting
Page 221 of 893
