The City
applied for and was awarded $140,450 in federal grant funds through the EECBG. With City
Council adoption of the resolution accepting this grant, the City Manager is authorized to
receive $140,450 from the U.S Department of Energy and allocate the funding to the Climate
Action Plan 2.0 Project, CIP No. 24461. The funds will be used toward electrifying the
municipal fleet, as required by separate regulatory mandates of the California Air Resources
Board.

RECOMMENDATION
Adopt a resolution authorizing the City Manager to accept award of the U.S. Department of
Energy’s Energy Efficiency and Conservation Block Grant funding in the amount of $140,450
for the Climate Action Plan 2.0 Project and approve budget amendments to allocate the funds
to CIP No. 24461.

BACKGROUND
The City was eligible to apply for either a grant or voucher with the U.S Department of Energy
to receive funds to implement strategies that reduce energy use, reduce fossil fuel emissions,
and improve energy efficiency through the EECBG. The grant option was geared toward cities
eligible for large sums of money and allows a broad range of project types, although it comes
with significant reporting and administrative requirements. The voucher option had fewer
allowable activities but came with simplified reporting and administrative requirements.
Allowable activities under the voucher program include technical assistance (e.g., policy
design, building retrofit planning, etc.) and equipment rebates (e.g., electric vehicle charging
infrastructure, heat pumps, etc.). The City applied for the voucher program, specifically an
equipment voucher for fleet electrification, which can be used for vehicles or infrastructure to
support fleet electrification.

The City’s voucher application was approved on July 2, 2024 (Attachment 2).

DISCUSSION
Emissions from on- and off-road transportation account for 64 percent of Pleasanton’s
greenhouse gas (GHG) emissions.
