Further, CARB’s Advanced Clean Fleets Regulation requires that 50 percent of
municipal fleet vehicles purchased be ZEVs; this requirement increases to 100 percent in
2027. For Pleasanton to comply with the regulations and electrify the municipal fleet, the City
needs to install electric charging infrastructure.

The City’s adopted FY2023/24-2026/27 Capital Improvement Program (CIP) budget includes a
$2,000,000 line item for CAP implementation, specifically to install the necessary infrastructure
to electrify the City’s fleet. There is currently $1,000,000 budgeted in CIP No. 24461, and this
grant funding will augment the CIP budget to help meet the funding gap.

Staff is recommending City Council approval to allocate the U.S. Department of Energy funds
to the existing CIP for CAP implementation (Attachment 1). Specifically, the funds will be used
to install electric vehicle charging stations at five different locations at the City's Operations
Services Center at 3333 Busch Road, to be used by multiple City divisions. The installation
includes adding and updating electrical subpanels, conduits, breakers, wiring, and charging
station mounting. With City Council approval to accept the funding, the project will proceed in
2025.

Once the charging infrastructure is installed, as older vehicles are replaced and new vehicles
are purchased or leased, the City will be enabled to transition to ZEVs as required by CARB.
To fully equip facilities with chargers sufficient to transition the City’s fleet, additional chargers
will need to be installed in the future; however, the EECBG funds are expected to fully fund the
above-mentioned scope without the need to utilize the General Fund CIP budget at this time.

EQUITY AND SUSTAINABILITY
Approval of this item advances the City’s CAP 2.0 and aligns with Action P5 tp electrify the
municipal fleet as it will enable the City to purchase ZEVs which will reduce the City’s
emissions footprint and improve air quality.

OUTREACH
No outreach was conducted specifically for this grant, as this item is a routine matter of City
business. However, ample outreach was conducted during the CAP 2.0 process which
included the electrification of the municipal fleet over the coming several years.

STRATEGIC PLAN ALIGNMENT
Approval of this action advances the ONE Pleasanton strategic goals of Investing in Our
Environment, Strategy 6—Continue to Implement priority items from the Climate Action Plan
2.0 to lead by example in environmental sustainability, and Strategy 1—Implement the four-
year Capital Improvement Program (CIP) to complete the design and construction of budgeted
capital projects.

FISCAL IMPACT
The City’s EECBG voucher total was approved for $140,450 which will bolster the City’s
Page 233 of 893
