Weighted scoring for each prioritization category recognizes that each category serves distinct
needs and priorities emphasized in the One Pleasanton Strategic Plan and the Community
Surveys. The weighted scores were compared with reviewed programs and are in alignment
with other agencies' weighted scores.

Category 1 weighted score was allocated 21 maximum points, which is one additional point
compared to the other highest-scoring categories to reflect the community’s top prioritization in
the community survey for public health and safety. In addition, it acknowledges the need to
comply with state and federal requirements to ensure it does not impact funding and grant
opportunities.

1. Health, Safety & Regulatory Compliance
This category emphasizes projects that enhance emergency preparedness, protect public
health and safety, ensure compliance with legal and regulatory mandates, and address
consent decrees. Projects in this category aim to improve public well-being, prevent injury
or harm, and meet the requirements of state and local regulatory agencies. An example of
a high-scoring project in this category is replacing a fire station to accommodate new fire
trucks, ensuring improved emergency response capabilities.

Categories 2 and 6 are allocated 20 maximum points to prioritize projects that collaborate and
have partnerships or grant funds that leverage existing funding. In addition, it highlights the
importance of maintaining investments in the existing infrastructure to provide the necessary
capital improvement to prevent higher replacement costs in the future.

2. Partnerships, Collaboration & Grants
This category prioritizes projects that leverage grant funding or create opportunities for
future grants. It also focuses on initiatives that benefit broader community groups and
populations. Examples of high-scoring projects in this category are the Regional
Groundwater Facilities Project in partnership with Zone 7 and the West Las Positas
Multimodal Reconstruction Project, where nearly half the project cost is supported by state
funding.
