This approach is not
recommended for several reasons, including investments that do not meet the City’s short-
term and long-term infrastructure needs, decisions that might unintentionally perpetuate
inequities in infrastructure or service delivery across the city, and projects that may not best
meet the current needs of the community.

EQUITY AND SUSTAINABILITY
The Capital Improvement Program Prioritization Process establishes an equitable and
sustainable way to prioritize capital improvement projects. Categories include focus factors
that align with the Climate Action Plan (CAP 2.0) goals and environmentally sustainable
practices will be required as part of projects to maximize project scoring capabilities.

OUTREACH
The CIPPP program was developed based on the ONE Pleasanton Strategic Plan, which
included an extensive outreach program along with other qualitative and quantitative
community input.

STRATEGIC PLAN ALIGNMENT
The CIP prioritization criteria provide essential guidelines for decision-making for capital
improvement projects, ensuring these projects are aligned with the broader goals of the ONE
Pleasanton Strategic Plan. The integration of all six prioritization criteria is driven by the
strategy that calls for the implementation of the city's four-year Capital Improvement Program
with the goal of Investing in Our Environment. This strategy serves as the core mechanism that
ensures capital improvement projects are not only well-planned but also address the City's
priorities in areas such as sustainability, infrastructure, and public facilities.

FISCAL IMPACT
The implementation of this process does not have a direct fiscal impact but will provide City
Council direction for the development and implementation of the Capital Improvement
Program, which will have a long-term financial impact on the overall maintenance and
condition of the City’s infrastructure.
