DRAFT
CIPPP-01
The Capital Improvement Program Prioritization Process (CIPPP) strategy was developed through
research of Bay Area cities facing similar challenges, including aging infrastructure, continuous
growth, and limited budgets and funding sources. The study included a total of eight cities, including
the Tri-Valley cities, to identify best practices in evaluation categories, prioritization processes, and
the weighting factors used in their strategies.
The study revealed that the number of prioritization categories varied, ranging from three in smaller
cities to ten in larger cities with more complex needs. Across the eight cities, common prioritization
themes included public health and safety, regulatory compliance, infrastructure needs, grant
opportunities, and initiatives that promote economic and business growth.
In alignment with the ONE Pleasanton Strategic Plan and key priorities identified in qualitative
and quantitative community input, staff developed six categories for project prioritization, along
with corresponding score weights. Weighted scoring for each prioritization category is in
recognition that each of the categories serves distinct needs and priorities. The weighted scores
were compared with reviewed programs and are in alignment with other agencies’ weighted
scores.
The categories and weighted focus factor details are outlined below:
CIP Prioritization Categories and Weighing System
The Capital Improvement Program (CIP) consists of six (6) prioritization categories supported by
focus factors based on the ONE Pleasanton Strategic Plan.
•The six prioritization categories are based on the City Council priorities presented
in the ONE Pleasanton Strategic Plan.
•Each prioritization category has a descriptive phrase and an identifying icon and is
supported by focus factors.
