The Draft Fee Update and Nexus Study addresses three main categories of fees:
1. Development Impact Fees, which include the City’s Capital Facilities Fee (CFF) and
Transportation Impact Fee (TIF), which offset the cost of new and expanded public
facilities and infrastructure to meet the demands of new residents and employees
associated with new development.
2. A Commercial Linkage Fee with respect to housing, which is intended to offset or
capture the impact of new commercial development on the demand for affordable
housing, in the form of contributing new employees and related housing demand.
3. An Affordable Housing Fee, also known as an “inclusionary in-lieu fee,” is levied for
residential projects that are not required to build on-site affordable housing units or that
may be permitted by the City to pay fees “in-lieu” of constructing units on-site.

Table 1 summarizes the maximum Capital Facilities Fee, Transportation Impact Fee, and
Commercial Linkage Fee that can be supported, based on the analysis in the study. While the
study supports increases to most of the fees, the City Council may choose, by policy, to set the
fees at or below the maximum. The proposed fees are to be levied on a per-square-foot basis
for all development types, including residential projects, which were previously assessed on a
per-unit basis. As shown in Table 2, there are some limited cases in which residential fees
would be charged per unit, for very large and very small units, for which there is lack of a direct
nexus between unit size and project impact above or below those size thresholds.

Table 1: Summary of Maximum Development Impact Fees, Commercial Linkage Fees
and Inclusionary Housing Fees
Land Use Capital
Facilities
Fee1
Transportation
Fee1
Commercial
Linkage Fee
Inclusionary
In-Lieu Fee
Total
Residential (per sq. ft)
Single Family
Detached
$11.87 $8.23 -- $84.24 $104.35
Townhome $11.87 $8.23 -- $42.10 $62.20
Multi-Family $23.48 $12.47 -- $69.19 $105.14
Non-Residential
Office (per sq. ft) $13.41 $31.50 $142.42 -- $187.34
Retail (per sq. ft) $9.15 $48.35 $578.73 -- $636.26
Industrial (per
sq.ft)
$4.02 $17.94 $143.39 -- $165.35
Lodging (per
room)
$671 $12,908 $36,430 -- $50,009
1.
