Item #8
CITY COUNCIL AGENDA REPORT

December 3, 2024
Library and Recreation

TITLE: APPROVE THE SECOND AMENDMENT TO THE OPERATOR AGREEMENT
WITH BLACK TIE TRANSPORTATION FOR PLEASANTON PARATRANSIT
SERVICES IN AN AMOUNT NOT TO EXCEED $334,656 FROM JANUARY 1,
2025, THROUGH DECEMBER 31, 2025

SUMMARY
This contract amendment continues paratransit/senior transportation services for the
Pleasanton community. This amendment increases monthly costs by $996 or 3.7%.
Paratransit services are paid for entirely with Alameda County Measure BB funds.

RECOMMENDATION
Approve the Second Amendment to the Operator Agreement with Black Tie Transportation for
Pleasanton Paratransit Services in an amount not to exceed $334,656 from January 1, 2025,
through December 31, 2025.

BACKGROUND
The City of Pleasanton has provided Pleasanton Paratransit Service (PPS) since 1972. The
program was re-engineered in 1998-1999 when the City Council voted to continue the
transportation services and increase the General Fund allocation. Program enhancements
were added which included extending hours and developing the group trip program. Program
policies and procedures were updated and an advisory body, called the PPS Task Force, was
created.

In November 2014, Alameda County voters approved Measure BB,
which allocated additional funding for the City’s PPS program and provided an opportunity to
consider how to best invest this funding into existing and future services.

In 2017, the City Council initiated a paratransit study. The City of Pleasanton and Livermore
Amador Valley Transit Authority (LAVTA) staff began discussions and determined that a joint
assessment of Tri-Valley Paratransit Services would provide valuable information required for
the agency’s governing bodies and staff to make future programmatic and funding decisions.

The Mobility Forward: Tri-Valley Paratransit Study Final
Report (2019) identifies four recommendations. The following three recommendations
are specific to Pleasanton:
- Transfer Americans with Disabilities Act (ADA) service from Pleasanton to LAVTA
- Restructure PPS as a City-based program for Older Adults (reorganize PPS within the
City or contract for services)
- Implement a Tri-Valley coordinated transit strategy for Older Adults and people with
disabilities.
