The Mobility Forward: Tri-Valley Paratransit Study Final Report was adopted at the May
7, 2019 City Council meeting. The report findings led the City to contract out paratransit
services. After a competitive bidding process, Black Tie Transportation was selected as the
Operator, and services began on December 1, 2020, with a three-year term and a not to
exceed the amount of $896,400 and a $179,280 contingency budget. On February 1, 2024, the
City and Black Tie Executed the First Amendment of the Operator Agreement for an 11-month
term and a not to exceed the amount of $295,812.

DISCUSSION
In Fiscal Year 2023/24, Black Tie Transportation completed 6,726 trips for Pleasanton
residents. Per the agreement, Black Tie received $315,732 in Alameda County Transportation
Commission Measure BB funds from the City of Pleasanton for Operating Services and
$23,541 ($3.50 per person per trip) paid by the Pleasanton resident. In total (excluding the
$3.50/trip), the cost per ride to the City for Black Tie Transportation was $46.94. If you include
the $3.50/trip, the cost for these services is $50.44 per trip.

Throughout the length of the Agreement, Black Tie Transportation has been an excellent
partner to the City and has helped residents stay mobile and active as they age. This is a vital
service to the community, and by transitioning from City staff to Black Tie Transportation for
paratransit services, the City no longer provides a General Fund subsidy to run this program.

EQUITY AND SUSTAINABILITY
This item enhances equity in our community by providing transportation for those who can no
longer transport themselves. Senior transportation provides access to socialization, medical
appointments, and other necessary resources.

OUTREACH
No outreach was associated with this item as this is a matter of routine business.

STRATEGIC PLAN ALIGNMENT
By contracting Paratransit services out to Black Tie Transportation, this amendment advances
the ONE Pleasanton Goal A – Funding our Future by eliminating the General Fund subsidy for
these vital services. In addition, paratransit services advance ONE Pleasanton Goal E –
Building a Community Where Everyone Belongs by connecting older Pleasanton residents with
the community.

FISCAL IMPACT
This Operator Agreement is funded by Alameda County Transportation Commission Measure
BB funds. The not to exceed amount for the Second Amendment is $334,656. The total not to
exceed the amount of the original Agreement, First Amendment, and Second Amendment is
$1,526,868 with a $179,280 contingency budget.

Prepared by: Submitted by: Approved by:

Heidi Murphy, Director of
Library and Recreation
Heidi Murphy, Director of Library and
Recreation
Gerry Beaudin, City
Manager
