P24-0747, 0 Vineyard Ave Planning Commission
5 of 5

ALTERNATIVES
Staff believes that the amendments are appropriate and consistent with the goals and policies
of the General Plan. However, alternatives to the proposal that could be considered by the
Planning Commission include:

1. Recommend the City Council deny the application. Such an action would prevent the
full implementation of Housing Element Program 1.1 and would cause the VACSP to
remain inconsistent with the General Plan.

2. Approval of the specific plan amendment with modifications. The Planning Commission
could recommend that the City Council modify the proposed amendments.

PUBLIC NOTICE AND COMMENTS
Notices of this application were sent to surrounding property owners and tenants within a
1,000-foot radius of the site and a notification was posted on-site per the on-site project
notification policy. Staff has provided the location and noticing map as Exhibit B for reference.
At the time this report was published, staff had not received any public comments about the
project.

ENVIRONMENTAL ASSESSMENT
This amendments to the VACSP are within the scope of the 2023- 2031 (6th Cycle) Housing
Element Update Program Environmental Impact Report (State Clearinghouse No. 2022040091)
which was certified by the City Council on January 26, 2023, by Resolution No. 23 -1357. No
further environmental review is required.

SUMMARY/CONCLUSION
Staff finds that the amendments will be compatible with and will not detrimentally affect the
existing or future on-site and adjacent/nearby uses or residences, and that the safety and
general welfare of the surrounding area, and the City in general, is maintained. Staff finds that
the proposed amendments will bring the VACSP into conformance with the General Plan and
Zoning and that the proposed amendments are appropriate.

Primary Author:
Emily Carroll, Associate Planner, 925-931-5608 or ecarroll@cityofpleasantonca.gov

Reviewed/Approved By:
Melinda Denis, Planning and Permit Center Manager/Deputy Director of Community Development
Ellen Clark, Director of Community Development
Kim Cilley, Assistant City Attorney
