P24-0747, 0 Vineyard Ave Planning Commission
4 of 5
financing, and implementation requirements for future development. The VACSP land use
concept features a mix of single-family homes, vineyards, open space, community park,
elementary school, "wine country" related commercial uses, and possible limited aggregate
mining activities. The VACSP was intended to facilitate the transition of land uses between the
urbanized edge of Pleasanton to the west and the Ruby Hill development to the east . Since the
adoption of the Specific Plan, based on changing needs and priorities, PUSD has determined
the location is no longer needed or beneficial to retain as a future school site.

The School District, therefore, proposed the site as a potential housing opportunity site during
the City’s site selection process for the Housing Element Update; the City ultimately included
the site in the 2023-2031 6th Cycle Housing Element for development of up to 28 housing units.
When the elementary school was considered in the VACSP, it was envisioned that the
development would include school buildings, as well as a sports/ playfield open to the public
on a portion of the site.

The VACSP includes several references to the then-planned Elementary School, including in
Section II – Executive Summary; Section IIII Planning Area Context; and Section IV – Land
Use, with the latter including a description of the facility as well as development standards and
review requirements for the school site.

Staff proposes adding a footnote to the Executive Summary, Land Use Summary, Land Use
section, and Development Standard & Guideline section (pages 5, 6, 16, 19, 23, and Figure
IV-2) stating:

In addition to the uses permitted pursuant to the Vineyard Avenue Corridor Specific Plan,
housing is also allowed as a permitted use pursuant to the 6th Cycle Housing Element.
Housing Element sites shall follow the Objective Design Standards.

No other amendments are proposed to the Specific Plan’s land use or circulation plan,
development standards or other requirements. The changes would bring the VACSP into
conformance with the 6th Cycle 2023-2031 Housing Element and with the HOZ overlay.

CONCURRENT APPLICATION PROCESSING
In May 2024, Trumark Homes submitted an SB330 Housing Site Compliance Review
application. This application complies with the zoning and General Plan requirements . Staff is
currently processing this zoning and General Plan -compliant project and, pursuant to the
approval procedures for Housing Element sites, anticipates conducting a Zoning Administrator
hearing in February, and bringing the Vesting Tentative Map to the Planning Commission in
late February. The proposed amendments do not have a bearing on the application
processing.

STAFF REVIEW/ANALYSIS
The proposed amendments to the VACSP are consistent with the General Plan. Housing
Element Program 1.1 facilitated the rezoning approved by Ordinance 2264 by the City Council
on December 5, 2023. Program 1.1 also requires the City to undertake any necessary specific
plan amendments.
