P24-0492 & P24-0493 based on the findings and subject to
the draft conditions of approval in Exhibit A.

EXECUTIVE SUMMARY
The applicant, Sean Kim for Joyful Church, requests CUP and DR approval to operate Joyful
Church within an existing building at 6111 Johnson Court and approve an approximately
405-square-foot lobby addition. Community facilities and conference centers, such as
churches, with more than 100 attendees at any one time require Planning Commission
approval of a CUP at this location. As proposed, staff recommends the Planning Commission
find this use is consistent with the objectives of the zoning district and will be compatible with
the surrounding uses. Conditions of approval have been included which will ensure the safety
and general welfare of the surrounding area and the City in general are maintained.

BACKGROUND
The subject property is one of two parcels that were the subject of a re-zoning and adoption of
a Planned Unit Development (PUD-100), approved by City Council by Ordinance 2109 on
December 14, 2014. The approval re-zoned this site from the Office (O) district to PUD-O
district, in conjunction with an application by Chick-Fil-A to operate their drive-through
restaurant, which is located on the parcel immediately to the north of the subject property.
