P24-0492 & 0493, 6111 Johnson Court Planning Commission
5 of 7
parking space for each 60 square feet of floor area and one space per 300 square feet for the
space dedicated to office uses. Based on these requirements, Joyful Church requires 110
parking spaces. The weekday uses of the site will be fully parked on-site, however the Sunday
services generate a greater parking demand. As such, the church has entered into a lease
agreement with the owner of the office building at 6601 Owens Drive for the use of 160 parking
spaces for the Sunday services. 6601 Owens Drive is approximately 0.2 miles from the church
location at 6111 Johnson Court, an approximately 4 minute walk. Additionally, the church has
prepared a parking policy whereby they will be issuing parking permits for the onsite parking to
those who are handicapped, seniors, and families with young children. All other congregants
will be directed to park at the 6601 Owens Drive Site for Sunday services. There will be a
drop-off zone in front of the church and five parking staff to help direct people to and from the
off-site parking area (see Exhibit B for the full text of the parking policy).

Based on the above parking analysis and recommended conditions of approval, staff believes
the proposed use would not adversely affect parking supply at the subject site or surrounding
properties and although there is a shortfall of parking spaces on-site, the offsite parking
agreement and parking policy will accommodate all existing and proposed uses. However,
should parking problems occur, staff has included a condition of approval which allows the
Director of Community Development to refer the use permit back to the Planning Commission
for possible additional mitigation measures to be applied (Exhibit A).

Noise
Staff anticipates the proposed religious facility would generate interior noise levels comparable
to and no different from those of an office or light industrial use and would not adversely impact
surrounding uses. All planned activities would be held indoors, with the exterior doors closed
during operating hours. According to the applicant, there would be some amplified
speech/music, with volumes kept under 60 decibels, but this would be utilized in a limited
fashion. To further minimize any potential noise impacts, staff is recommending the following
conditions of approval:

• All exterior doors must remain closed at all times during operating hours;
• Congregants shall not loiter outside of the building and shall be courteous and quiet when
entering or leaving the parking area; and
• The City shall have the right to review the project again to add mitigating conditions should
any future complaints regarding noise levels occur. Such conditions could include
modifying the hours of operation, reducing the number of persons allowed in the t enant
space, and/or requiring sound/noise attenuation to be installed within the subject tenant
space.

With the inclusion of the recommended conditions above, staff believes it is unlikely the noise
produced by the proposed religious facility would adversely affect existing or future
adjacent/nearby uses or exceed the noise threshold.

Signage
No signage is proposed at this time. If Joyful Church wishes to add signage, the proposed
signage would be subject to Sign Design Review approval.
