P24-0492 & 0493, 6111 Johnson Court Planning Commission
6 of 7
Design Review
Section 18.20.010 of the Pleasanton Municipal Code (PMC) requires Design Review for
alterations and/or enlargements/modifications to existing commercial buildings. The applicant
is proposing to construct an approximately 405-square-foot addition to the entryway, which
requires Design Review. There are nine criteria set forth in Section 18.20.030 of the
Pleasanton Municipal Code. With respect to the criteria relevant to the scope of this application
(Criteria 2, 3, and 7), the minor exterior changes proposed would be harmonious and of a
design compatible with the existing building and aesthetics of the Pleasanton Park
development (Criteria 2 and 3), and would be of an architectural style appropriate to the
building and its surrounding (Criteria 7). The project would therefore meet the purpose of
Design Review to preserve and enhance the city’s aesthetic values.

ALTERNATIVES
As articulated above, staff believes the religious facility, as proposed and conditioned, is
consistent with the objectives of the zoning district. However, alternatives to the proposal that
could be considered by the Planning Commission include:

1. Denial of the application. Such an action would preclude the applicant from occupying
the subject site, conducting the specified activities, and modifying the building; or

2. Approval of the CUP and DR with modifications. The Planning Commission could
approve the CUP, but with fewer congregants and/or planned activities, with modified
hours of operation, or other changes to the proposal.

Since staff is able to support the findings to approve the project, as proposed, and believes the
project will not adversely impact any existing on-site uses or the surrounding area, staff
suggests that neither of the two project alternatives above should be pursued.

PUBLIC NOTICE AND COMMENTS
Notices of this application were sent to surrounding property owners and tenants within a
1,000-foot radius of the site and a notification was posted on-site per the on-site project
notification policy. Staff has provided the location and noticing map as Exhibit C for reference.
At the time this report was published, staff had not received any public comments about the
project.

ENVIRONMENTAL ASSESSMENT
This project is categorically exempt (Section 15301, Class 1 (e), Existing Facilities) from the
requirements of the California Environmental Quality Act (CEQA). Therefore, no environmental
document accompanies this report.

SUMMARY/CONCLUSION
As proposed and conditioned, staff concludes the proposed religious facility will be compatible
with, and will not detrimentally affect, the existing or future on -site and adjacent/nearby uses or
residences, and the exterior modifications are appropriate. Conditions of approval have been
included which will ensure the safety and general welfare of the surrounding area, and the City
in general, is maintained. In staff's view the proposed use will fulfill a community need and the
proposed location is appropriate.
