Location and Notification Map <br /> <br /> <br />STAFF RECOMMENDATION <br />Staff recommends the Planning Commission recommend that the City Council adopt the <br />following resolution: <br /> <br />1. Finding that the proposed amendments to the Vineyard Avenue Corridor Specific Plan <br />(VACSP) are within the scope of the 2023- 2031 (6th Cycle) Housing Element Update <br />Program Environmental Impact Report (State Clearinghouse No. 2022040091) which <br />was certified by the City Council on January 26, 2023, by Resolution No. 23-1357 and <br />that no further environmental review is required; <br />2. Finding that the proposed amendments to the VACSP are consistent with the goals and <br />policies of the General Plan; <br />3. Approving the amendments to the VACSP to align with Housing Element permitted uses <br />for the subject property and other conforming changes. <br /> <br />
