P24-0747, 0 Vineyard Ave Planning Commission
2 of 5
EXECUTIVE SUMMARY
In December 2023 the City Council adopted the 6th Cycle Housing Element, which included the
designation of a number of sites for residential development. One such site is the
approximately 10-acre site owned by the Pleasanton Unified School District (PUSD), located at
0 Vineyard Avenue, within the Vineyard Avenue Corridor Specific Plan Area. State law
requires the City’s various land use regulatory documents to be consistent with one another,
and as such the Housing Element includes Program 1.1, to amend the Vineyard Avenue
Corridor Specific Plan (VACSP) for consistency with the Housing Element. The City of
Pleasanton has initiated an application to amend the VACSP to align with Housing Element
permitted uses for the property and other conforming changes.

SITE AND AREA DESCRIPTION
The Vineyard Avenue Corridor Specific Plan Area is located in the eastern portion of
Pleasanton, south of the Arroyo del Valle. To the north of the Vineyard Avenue Corridor
Specific Plan area are the Arroyo del Valle, Shadow Cliffs Regional Recreation Area, and the
CEMEX quarry site. The Ruby Hill development abuts the eastern boundary of the Plan Area.

Figure 1: Vineyard Avenue Corridor Specific Plan Area

The amendments relate to an approximately 10.64-acre parcel located on the south side of
Vineyard Avenue, between Thiessen Street and Manoir Lane (denoted with a star in Figure 1).
The site, owned by PUSD, is among 19 sites that were designated for residential development
