PUD-135 includes conditions of approval imposed by Pleasanton Ordinance No. 2210.
The conditions require the subdivider, 990 Sycamore Dev Co LLC, to convert a paved utility
corridor between Sycamore Creek Way and Sycamore Road into a public trail. The public trail
will continue across the Sycamore Road property frontage for eventual connection to the
Spotorno Ranch Trail on Alisal Street to be built by another subdivider. The conditions also
require the subdivider to improve a segment of Sycamore Creek that extends through the
property.

Staff reviewed the final map, improvement plans, subdivision agreement, Trail Maintenance
Agreement, and Creek Maintenance Agreement and found the documents to be in substantial
conformance with the requirements of PUD-135 and therefore recommends approval of these
documents. See Attachment 1 for a vicinity map.

RECOMMENDATION
1. Authorize the City Engineer to approve the final map (see Attachment 2) and
improvement plans for Tract 8528.
2. Authorize the City Clerk to record with the Alameda County Clerk-Recorder an
acceptance of all public right-of-way and easements offered for dedication on the final
map.
3. Authorize the City Manager to execute the subdivision agreement (see Attachment 3).
4. Authorize the City Manager to execute a Trail Maintenance Agreement (see Attachment
4) and a Creek Maintenance Agreement (see Attachment 5), thus transferring
maintenance obligations for the public trail and Sycamore Creek segment to the lot
owners.

BACKGROUND
The property zoning was originally designated as Planned Unit Development – Agricultural
(PUD-A) in the North Sycamore Specific Plan (NSSP). On February 7, 2019, the original
subdivider applied for a PUD development plan approval for a five-lot single-family residential
development with proposed NSSP amendments, Growth Management Agreement, PUD
rezoning, and on and off-site improvements.

On May 27, 2020, the Planning Commission adopted Resolution 2020-07, which determined
Page 174 of 350
