Police patrol vehicles
are essential assets that operate 24/7 under demanding conditions, requiring timely
replacement to ensure reliability and public safety. Staff recommends the purchase of three
Ford Police Hybrid Utility Interceptors in the not-to-exceed amount of $206,030, inclusive of a
10 percent contingency, to support police operations while aligning with the City’s Climate
Action Plan 2.0 by transitioning to fuel-efficient and lower-emission vehicles. Additionally, a
budget transfer of $150,000 is required to cover the cost of outfitting six vehicles.

RECOMMENDATION
1. Authorize the City Manager to execute a purchase order with National Auto Fleet Group
for three Ford Police Hybrid Utility Interceptors in the not-to-exceed amount of
$206,030, inclusive of a 10 percent contingency.
2. Approve a budget amendment in the Police Vehicle Replacement Fund (Fund 511) by
increasing the FY 2024/25 vehicle appropriation by $150,000.

BACKGROUND
The Pleasanton Police Department patrol fleet consists of 27 Ford Police Utility Interceptors,
which are pursuit-rated vehicles designed specifically for law enforcement operations. These
vehicles feature specialized reinforcements for high-speed crash durability, heavy-duty brakes,
suspension, and cooling systems to withstand prolonged use, and integrated emergency
equipment, ballistic door panels, and reinforced electrical systems to support onboard
computers, radios, and surveillance cameras.

Police patrol vehicles experience frequent idling, high-speed pursuits, and continuous stop-
and-go driving, which accelerates wear and tear. To maintain reliability and safety, patrol
vehicles are generally replaced on a five-year cycle. The City purchased 13 Police Interceptors
in 2019, which have exceeded their useful life; six of those vehicles were replaced in 2023 as
part of the fleet replacement strategy. The remaining seven of the 2019 vehicles purchased in
2019 require replacement, but are being prioritized based on maintenance records, overall
vehicle condition, and operational needs to ensure the most critical units are replaced first. As
vehicles 402, 405, and 473 are the highest priority, staff recommends replacing these vehicles
this fiscal year. The other four vehicles purchased in 2019 will be scheduled for replacement
Page 197 of 348
