next fiscal year.

DISCUSSION
The replacement of these three Police Hybrid Utility Interceptors is necessary due to the
increased maintenance costs and the expiration of manufacturer warranties. The average
maintenance cost (excluding fuel) for the patrol vehicles scheduled for replacement is
approximately $17,500 per vehicle per year, resulting in an estimated total maintenance cost of
$52,500 annually for these units. Additionally:
• Unit 402 has exceeded its powertrain warranty and is due for a major engine
replacement, which would cost more than the vehicle’s current value; and
• Unit 405 has high mileage and increased maintenance needs, leading to frequent
downtime and operational disruptions; and
• Unit 473 has severe wear and tear from continuous patrol operations and is no longer
reliable for emergency response.

Replacing these aging vehicles will reduce downtime, lower long-term maintenance costs, and
ensure that patrol officers have dependable and safe vehicles for emergency response.

There are noted benefits of hybrid patrol vehicles, including:
• Fuel Efficiency: Hybrid models significantly reduce fuel consumption compared to
traditional gas-powered police vehicles, and the City’s Climate Action Plan 2.0
emphasizes reducing greenhouse gas emissions, making hybrid vehicles a strategic
choice.
• Cost Savings: Lower fuel consumption and decreased maintenance costs result in long-
term financial benefits for the City.
• Enhanced Safety & Technology: The new 2025 models include collision mitigation
systems, improved braking, and ergonomic design enhancements for officer safety and
comfort.

Shown in the chart below is an overview of the $206,030 purchase request:

Cost Breakdown
Item Cost
Vehicle Purchase (3 Units) $169,862.43
Sales Tax $ 17,410.89
CA Tire Fee $ 26.25
10 Percent Contingency $ 18,729.96
Total Not-to-Exceed Amount $206,029.53
