Page 1 of 12
Item #18
CITY COUNCIL AGENDA REPORT

March 18, 2025
Community Development

TITLE: REVIEW AND PROVIDE INITIAL INPUT ON APPLICANT-PROPOSED EAST
LAKES RESIDENTIAL DEVELOPMENT PROJECT IN EAST PLEASANTON

SUMMARY
The applicant for the proposed East Lakes residential development has submitted a preferred
plan with a total of 697 units, which includes a mix of housing types and unit sizes, includes
both for-sale and rental units, and provides both age-restricted units and units available to all
households. The preferred plan also includes on-site inclusionary units in a clustered multi-
family project. City staff and the applicant seek City Council feedback on this preferred plan
before the applicant submits a formal application and the City initiates environmental and other
reviews.

RECOMMENDATION
Staff recommends the City Council:
1. Provide direction on whether the applicant should proceed with residential uses in the
Livermore Airport Protection Area (APA);
2. Provide feedback on the total number of dwelling units and proportion of age-restricted
units;
3. Provide feedback on the proposal to construct all inclusionary units on-site as
multifamily apartments and to cluster these units in one area of the site;
4. Provide feedback on the perimeter gate to control access into the age-restricted portion
of the project; and
5. Provide any other feedback to the applicant on their preferred plan.

BACKGROUND
On February 18, 2025, the City Council received an update on the proposed Arroyo Lago and
East Lakes residential projects in East Pleasanton. At this meeting, City staff requested City
Council direction on whether the City should accept and process applications for annexation
and development of both projects into Pleasanton. For the East Lakes project, the City Council
considered two alternative plans with different site plans and unit types and mix. Staff did not
request City Council direction on a preferred plan, but did request input on the extent to which
the East Lakes project should include age-restricted housing available only to older adults.

At the same meeting, the City Council directed City staff to accept and process applications for
both projects for annexation and development in Pleasanton. For the East Lakes project, a City
Council majority supported a mix of age-restricted units and units available to all households. A
City Council majority also agreed the City should consider allowing, for the East Lakes project,
fee payment in-lieu of on-site construction for a portion of the inclusionary units required by the
City’s inclusionary zoning ordinance.
Page 324 of 348
