Applicant's Preferred Plan
Following the February 18 meeting, the East Lakes applicant submitted a preferred plan and
project narrative for the East Lakes project (Attachment 1). The narrative states that the project
aims to create “a vibrant new community featuring a variety of housing types and community
amenities” with “a range of ownership and rental opportunities appealing to first-time home
buyers through retirees.”

The applicant’s preferred plan is the same as City Alternative 1 shared with the City Council on
February 18, 2025. As summarized below in Table 1, the preferred plan includes a total of 697
units with 85 percent available to all households (not age-restricted) and 15 percent age-
restricted to seniors. The plan includes a variety of housing types, including detached single-
family homes (“court homes” and “alley loaded homes”), attached townhomes, and multifamily
apartments.

The plan proposes 100 on-site inclusionary units (equivalent to a 16.75 percent inclusionary
rate) clustered in three multifamily apartment buildings on an approximately 3-acre site. The
applicant has not yet determined if these inclusionary units would be age-restricted or not. If
so, the proportion of senior vs. non-senior noted above would change.

Table 1: Preferred Plan Unit Allocation
Units Percentage
Non-Age Restricted Units
Court homes (detached single-family) 135 19.4%
Alley-loaded homes (detached single-
family)
88 12.6%
Townhomes 267 38.3%
Affordable Multifamily (rental) 100 14.3%
Subtotal non-age restricted units 590 84.6%
Age Restricted Units
Court homes (detached single-family) 24 3.4%
Conventional homes (detached single-
family)
83 11.9%
Subtotal age-restricted units 107 15.4%
Total Units 697

Building heights range from one to three stories. Proposed unit sizes (excluding garages) are:
• Market-rate single-family homes: 2,000 – 2,850 sq. ft.
• Market-rate townhomes: 1,300 – 2,150 sq. ft.
• Age-restricted homes: 1,200 – 2,100 sq. ft.
