• Affordable multifamily units: 600 – 1,050 sq. ft.

All dwelling units are parked at two spaces per unit in private garages. The project would
provide guest and other generally-available parking spaces at a ratio of at least one space per
four units, provided mostly as parallel on-street parking with some perpendicular parking pods.

Vehicle access to the site is from Busch Road, the future El Charro Road, and a new north-
south street east of the proposed Arroyo Lago project. A network of new internal streets,
alleys, paseos, bike paths, and pedestrian pathways provides internal connections within the
site. Internal streets would feature a 5-foot planting strip on both sides, 5-foot minimum
sidewalks on both sides, and 11-foot vehicle drive lanes, as well as on-street parallel parking
spaces. Usable open space includes two parks (approximately 0.77 and 0.85 acres) and an
interconnected system of paseos and small outdoor spaces.

The age-restricted homes in the southeast quadrant (northwest of Busch/El Charro Roads) are
proposed to be gated with access restricted to residents and their guests. The park in this area
would contain recreational amenities and be owned and maintained by the HOA for exclusive
use by the age-restricted community. If the multifamily apartments are age-restricted, those
would be located within the gated community. If not, they would be outside the gates with their
own on-site recreational amenities.

The applicant is in the process of preparing more detailed project plans to illustrate the
proposed open space and pedestrian network, and other details of the proposal. These plans
will be shared as supplemental materials prior to the March 18, 2025, meeting and presented
at the meeting.

DISCUSSION
The East Lakes applicant intends to submit a formal project application within the next two-
three months, generally formulated around this preferred plan.

As discussed below, City staff requests preliminary City Council input on the following issues
prior to receiving the formal East Lakes application:
• Residential development in the Livermore Airport Protection Area
• Total unit count and proportion of age-restricted housing
• Clustering of the on-site inclusionary units
• The gated age-restricted project area
• Any other issues important to the high-level project concept.

City Council input on these issues will help establish a project description to analyze in the
Environmental Impact Report (EIR) and to form the basis of the City’s project design and
technical review. Providing preliminary direction on the above scope of issues does not commit
the City to any specific course of action on the project (i.e., providing direction is not binding on
a future City Council decision, and does not constitute a “pre-approval” of a specific project).
The City Council will take action on the project after full consideration of the EIR findings, staff
analysis, and public comments received during the project entitlement and public hearing
process.
