HCD additionally requires
information about residential lot splits and housing development units created with the
provisions of SB 9. Table B of Attachment 1, shown below, is a summary that tracks building
permits issued for each year of the 6th Cycle Housing Element’s Regional Housing Needs
Allocation (RHNA) period (2023-2031).

1. Applications Deemed Complete

In 2024, the City deemed complete three applications for the construction of 54 new housing
units that are either approved, pending approval, or withdrawn. These applications are
summarized below:

Application Type Number of
Above
Moderate Units
Number of
Low Income
Units
Notes
Detached Single-
Family Residential
39 0 Includes 33 units from Lester
(10807 Dublin Canyon Road)
and 6 units from Safreno (4212
First Street). Note that the
Safreno application has since
been withdrawn.
Attached Single-
Family Residential
15 0 Includes 15 units from
Barone’s (493 Saint John
Street).
Total 54 0

2. Building Permits Issued and Finaled
In 2024, building permits were issued for 121 new residential housing units (3 single-family
homes, 36 ADUs, 32 townhomes, and 50 apartments). 29 residential units under construction
were finaled (15 single-family homes and 14 ADUs).

Of the building permits that were issued in 2024, 13 are for very low-income housing, 28 are
for low-income housing, 35 are for moderate-income housing, and 45 are for above-moderate-
income housing (see table below). The 121 building permits issued in 2024 is a significant
increase on the number issued in 2023 (18 units). The Avalon Bay project accounts for the 51
deed-restricted very-low, low and moderate units; the remaining 25 affordable units are ADUs.
Per HCD, ADUs can be counted as non-deed restricted affordable units with the following
ratio: 10 percent very low-income, 30 percent low-income, 30 percent moderate-income, and
30 percent above moderate-income for the 2024 APR. The affordability levels for ADUs for
future APRs will be based on a survey the City is currently conducting.

The table titled Permitted Units Issued by Affordability summarizes RHNA progress in the
current cycle (2023-2031) (also provided asTable B in the APR). The City has produced (i.e.,
issued building permits for) a total of 175 units so far within the current eight-year cycle (2023-
Page 92 of 348
