In December 2023, the City
Council approved the Stoneridge Mall Framework Components, which outlined how
housing allowed under the 6th Cycle Housing Element was to be allocated among the
four property mall owners and six parcels at Stoneridge mall. It also defined a Vision
Statement, Guiding Principles, and a series of Design and Placemaking Elements to be
reflected in a future Framework Plan. The intent of the document is to provide guidance
for any subsequent efforts related to the comprehensive, long-range planning of the
mall. Since approval of the framework, the City has met with the Stoneridge mall
property owners to discuss existing conditions and constraints, understand each
owner's development interests and priorities, assess key issues to be identified as part
of a master planning effort, and discuss elements of the next steps.
• Program 2.1: Update to the Inclusionary Zoning Ordinance, which was adopted by the
City Council on December 3, 2024.
• Program 2.3: Review the Lower-Income Housing Fee for market-rate residential
development, including consideration of adjustments to the fee within the amounts
supportable by the existing Nexus Study to ensure the fee reflects the cost to mitigate
demand for new affordable housing created by new development. The City initiated
work on a comprehensive update of the commercial linkage fee, affordable housing in-
lieu fee, and development impact fees in December 2023. The study included feasibility
analysis and analysis to consider assessing fees on a per square foot basis. The
updated fees based on the study, structured to include per square foot fee rates, were
adopted in December 2024.

CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA)
This is an informational report and not a project as defined by CEQA Guidelines Section
15378; therefore, no environmental assessment is required.

EQUITY AND SUSTAINABILITY
The Housing Element advances equity by planning for and accommodating enough housing
across all income levels, and provides the City with an opportunity to assess its housing needs
and to develop policies and actions that effectively respond to those needs.

OUTREACH
Not applicable, as this is a routine matter of City business.

STRATEGIC PLAN ALIGNMENT
Approval of this action advances the strategic goal of Building a Community Where Everyone
Belongs of the ONE Pleasanton Strategic Plan as it directly supports Strategy 6 - Implement
the Housing Element as completion of this report implements Housing Element Programs 1.2
and 4.1.

FISCAL IMPACT
There is no fiscal impact with adoption of the resolution approving the Annual Progress Report.
