how will they be compensated?
4. The ONE Pleasanton Strategic Plan goal under "Optimizing our
Organization", specifically, "...community engagement... to improve
information sharing..." is relevant here. Please consider revoking
"Action Minutes".
The entirety of the recent meeting minutes for BPTC on this topic
are:
Item 4. Bicycle and Pedestrian Master Plan Update - Request for
Proposal review
Recommendation: Informational Only
Associate Traffic Engineer Matt Nelson present the item.
Chair Deckert opened public comment.
The following individuals provided comments: Members of the
committee.
Chair Deckert closed public comment.
5. Please add some transparency and accountability measures for
City Staff.
I notice that the ONE Strategic Plan has no goals related to the
Integrity Value: We value INTEGRITY by fostering transparency and
being trusted to do what is right and accountable for our actions.
Exhibit A, Task #2 (assigned to the consultant): Programs
implemented since BPMP, 2018 was adopted.
Please make this document publicly available to residents, BPTC,
and City Council for review.
This sort of compilation was spelled out in the 2018 Master Plan as
an annual expectation of Staff but was never performed. The remaining funds have
certain eligibility requirements such as inclusion in a written plan,
community input, and City Council approval. Between ACTC FY2018-
2019 and FY2023-2024, Pleasanton's Measure B/BB expenditures on
"various" totaled: $221,961 (close to 20% of total). None of these
met those eligibility requirements. Staff offered no transparency -
they are clearly ineligible - and suffered no accountability. I'm left to
believe that no one from the community suggested those projects,
no one provided oversight, and City Council was not made aware -
even after the fact. This is relevant to Task #2 because certain
projects listed in the 2018 BPMP were not implemented while other
projects were.
