SUPPLEMENTAL MATERIAL
4
and parts are no longer available. The body of the new vehicles has changed
and the recommendation for the current length is longer than the current light
bars. Other costly equipment includes push bumper due to change in
mounting bracket, rear seat not compatible with new vehicles and siren
control center (end of life and has been used for four vehicles already)
existing is outdated and being replaced.
Agenda Item #18: Review and provide initial input on applicant-proposed East Lakes
Residential Development Project in East Pleasanton
11. Is there anything else that can be shared about airport impacts and risk?
A.The staff report summarizes staff’s current understanding of airport-related
impacts and risks. As described and depicted in the Agenda Report, the East
Lakes site is well outside of any of the LVK airport safety zones. The Airport
Protection Area was a boundary established by Livermore, and incorporated
into the Airport Land Use Compatibility Plan, intended to limit noise-sensitive
uses, and thereby reduce noise related complaints and conflicts that might
curtail airport operations. As part of the project evaluation, additional analysis
of airport-related noise, hazards and other issues will be required, and will
ultimately provide the City Council with the detailed information to properly
assess whether or not residential development in the APA can be supported.
12. Is there a map that shows the current urban growth boundary?
A.Please see Attachment 1, which depicts the Urban Growth Boundary and
City Limit Line in the vicinity of the project, as mapped in the City’s GIS
system.
13. Is there more information about the cost to build El Charro?
A.Staff is working with Mark Thomas Inc. to develop construction cost estimate
for El Charro Road. This preliminary cost estimate will help to determine the
necessary financing and cost sharing that will be needed.
The preliminary cost estimate was just received (March 17, 2025) and staff is
evaluating the costs provided. The initial estimate shows a total cost of $110
million to construct El Charro Road from Stoneridge Drive to Stanley
Boulevard.
It should be noted that some of the $110 million will be the sole responsibility
of the developers (those adjacent to the new roadway are required by the
Pleasanton Municipal Code to improve their project frontage) and some of the
$110 million will be a shared cost between the developers and the City.
14. Did the cost benefit (EPS) analysis that was done for the East Side projects
include the cost of El Charro?
