SUPPLEMENTAL MATERIAL
3
and projects are needed. In addition, the 2018 plan did not include a strong
focus on pedestrians. A new chapter is necessary to focus on high pedestrian
generators, and the projects needed to support these locations.
7.Why was Hexagon Transportation selected instead of Fehr and Peers?
A.The City received 2 proposals. The two proposals were very similar in their
scopes of work. Staff met with both firms and Fehr and Peers was focused on
the Safe Systems approach and Hexagon was focused on the pedestrian
generators and organizing the corridors and projects. While the safe system
approach is useful, with our low number of pedestrian and bicycle collisions,
the Hexagon approach of improvements near high pedestrian generators was
preferred. Toole Design is a sub-consultant for Hexagon and is an industry
leader in pedestrian and bicycle design and have provided design guidance
on many projects in the City. Staff is confident that Hexagon will provide an
excellent product.
8.Please add some transparency and accountability measures for City Staff.
A.Task 4: Community Outreach and Engagement outlines proposed public
events including options like community bike rides, pop-up events at the
farmers market, walk/bike to school days and/or other City events. There will
be 2 community meetings as well as online community surveys to inform and
guide the master plan development. Hexagon will also hold 5 focus group
meetings with stakeholders to collect additional input. All information will be
provided on a public website. The project will be guided by the Bicycle,
Pedestrian and Trails Committee who will serve as the steering committee for
the project.
9.Exhibit A, Task #2 (assigned to the consultant): Programs implemented since
BPMP, 2018 was adopted. Please make this document publicly available to
residents, BPTC, and City Council for review.
A.This request references the Hexagon proposal in which Hexagon outlined the
pertinent documents and programs they would review as a part of the Master
Plan Update. This would be a review of programs the City has implemented,
not a document of said programs.
Agenda Item #12: Approve the purchase of three Ford Police Hybrid Utility Interceptors
from National Auto Fleet Group in the not-to-exceed amount of $206,030, inclusive of a
10 percent contingency, and approve a budget amendment in the Police Vehicle
Replacement Fund 511
10. Are we reusing the lightbar and other equipment from the old vehicles (are we
doing all we can to reduce upfitting costs)?
A.Yes, whenever possible. We are using the lightbars until end of life or change
in body style of vehicle. The current light bars have been used twice already,
