These measures offer a cost-effective, feasible way to incorporate lower-emitting design
features into the proposed Project, which subsequently reduce emissions released during Project

13 “Mitigating Air Quality And Climate Impacts” BAAQMD, April 2023, available at:
https://www.baaqmd.gov/~/media/files/planning-and-research/ceqa/ceqa-guidelines-2022/ceqa-guidelines-
chapter-8-mitigation_final-pdf.pdf?rev=5a4aa8d31c394498b8b4de4e9eb46edc&sc_lang=en, p. 8-5 – 7.
14 “2022 Scoping Plan For Achieving Carbon Neutrality” CARB, November 2022, available at:
https://ww2.arb.ca.gov/sites/default/files/2022-11/2022-sp-appendix-d-local-actions.pdf, Appendix D, p. 23, Table
3.
