Both projects are currently the subject of active
development applications in Alameda County. Since the August 2024 meeting, staff has
prepared technical studies for the projects, including a fiscal impact analysis, infrastructure
capacity analyses, and traffic analysis, and has had initial discussions with Alameda County
staff. In the same period, 330 Land Company (the Arroyo Lago applicant) submitted a
preliminary application to the City for Arroyo Lago with project revisions, primarily to address
concerns raised by residents of the adjacent Village at Ironwood. USL/Steelwave (the
landowner) submitted a preliminary application to the City for East Lakes projects (formerly
Senior Residential) with two alternative project concepts for the site.

This agenda report and meeting presents the results of the above discussions and analysis
and requests the City Council's direction on whether the applicants should proceed with formal
applications to the City for annexation and development within Pleasanton. Staff also requests
the City Council's direction on any needed changes to the proposed Arroyo Lago design and
feedback on proposed age-restricted housing and inclusionary units in the East Lakes project.
Additionally, staff requests the City Council review and consider approval of key terms related
to the two projects, including terms related to the application process for both projects
(Attachments 1 and 2).

RECOMMENDATION
Continued from February 4, 2025 - Receive update on residential development proposals on
two properties in East Pleasanton, outside the City Limits and 1) Provide direction to proceed
with applications for annexation and development in Pleasanton; 2) Provide feedback on key
issues relative to the two projects; 3) Approve key terms regarding processing of applications
for the Arroyo Lago Project; and 4) Approve Key Terms regarding processing of applications
for the East Lakes Project.

BACKGROUND
Proposed Projects
