The 26.56-acre Arroyo Lago site is located immediately east of
the City limits. This property is the subject of an active development application with
Alameda County by 330 Land Company, for 194 single-family homes and 49 accessory
dwelling units. The project is currently undergoing CEQA review, including publication of
a Draft EIR on September 9, 2024 (see further discussion, below).

• East Lakes Project. The property/project now titled “East Lakes,” is a 61.6-acre property
to the east of the Arroyo Lago site. On June 4, 2024, USL Pleasanton Lakes submitted
an application to Alameda County under SB 330 and pursuant to the provisions of
Government Code 65589.5, more commonly referred to as the “Builders Remedy.” The
application included a proposal for up to 569 age-restricted (senior) housing units on
approximately 61.6 acres of vacant land, plus related site improvements and amenities.
Since then, on October 1, 2024, the applicant submitted a revised SB 330 Preliminary
Application to Alameda County, reducing the unit count to 357 single-family, age-
restricted homes and 88 age-restricted assisted living units, for a total of 445 units.

Since August 2024, the applicants have submitted to the City of Pleasanton modified project
concepts for both sites, in response to City staff and neighbor’s comments on the projects.
Additional information and discussion of these alternative “City” plans, including requests for
City Council direction, is provided later in this report.

August 24, 2024 City Council Meeting
On August 24, 2024, the City Council received an update on the Arroyo Lago and East Lakes
development proposals (see August 24 City Council Agenda Report), including hearing the
respective applicants’ interest in potentially considering the two applications for annexation and
development in the city of Pleasanton. At this meeting, the City Council directed staff to
continue discussions with the applicant, further analyze issues associated with potential
annexation of the properties, and explore potential project revisions to the Arroyo Lago
application to address concerns raised by residents of the adjacent Village at Ironwood and
other nearby neighborhoods.

October 23, 2024 Applicant Meeting with Ironwood Community
On October 23, 2024, the applicant hosted a meeting with the Ironwood community to discuss
the Arroyo Lago project. At this meeting the applicant presented revised project plans and
received resident feedback.

Arroyo Lago County DEIR and County Public Hearings for Approval
As noted, Alameda County published a Draft Environmental Impact Report (DEIR) for the
Arroyo Lago project on September 9, 2024. This Draft EIR can be viewed at
www.acgov.org/cda/planning/landuseprojects/documents/Arroyo-Lago/58240001-County-of-
Alameda-Arroyo-Lago-Residential-Project-EIR.pdf

The City provided an extensive comment letter on the Draft EIR during the EIR public
comment period. Alameda County is currently in the process of reviewing and responding to
comments on the Draft EIR. Per County staff, the Final EIR, including a formal response to
Page 201 of 749
