On all lots abutting
the Village at Ironwood, two-story homes would be replaced by single-story homes. Lot
sizes would be increased, and rear setbacks for all of these abutting lots would increase
from 10 feet to 14 feet.
• The above changes result in a reduction in the total number of residential lots and
homes by five, from 194 to 189. In addition to increasing lot sizes slightly, the site plan
has been adjusted to allow for the change by narrowing the street section to eliminate
on-street parking and the landscape strip on one side of Street D.

East Lakes “City” Project Alternatives
On December 11, 2024, City staff provided written comments that identify City expectations for
the design of the East Lakes project (Attachment 5). Comments from the Planning Division
address street design, the proposed commercial use, open space and amenities, pedestrian
and bicycle facilities, housing types and building design, landscaping, parking, and
sustainability. The letter also addressed General Plan Circulation Element Program 7.4 to
“discourage new gated communities” and Community Character Element Program 17.1 which
calls for “neighborhoods open and accessible to one another.” Given these policies, City staff
encouraged the applicant to consider a project that is not gated and with greater physical
connections to surrounding developments and public uses.

In response, USL/Steelwave submitted two alternative East Lakes site plans for City
consideration (Attachment 5). The alternatives/revised project concepts were developed by the
applicant, following comments from City staff about how the project could better align with City
policies and design standards (Attachment 6):
• Alternative 1 includes 697 units, with both market rates units (no age restriction) and
age-restricted active adult units. Unit types include single-family homes, townhomes,
and apartments. Residential uses occupy the entire property, including the northeast
area.*
* The northeast area lies within the Livermore Airport Protection Area (APA), which is a
boundary established by the City of Livermore, and later included in the Airport Land
Use Plan, to minimize noise-related conflicts between residential land uses and airport
operations. As part of a future, focused discussion of the two project alternatives that
include development in the APA, staff will provide more detailed evaluation and
recommendations regarding the necessary exception to the APA that would be required
to permit residential development in this area.

• Alternative 2 includes 628 units with market-rate single-family homes and duets (no
age restriction) and senior multifamily units. No residential uses are proposed in the
northeast area.

DISCUSSION
The following sections outline key issues, information and considerations for the two
residential project proposals and their potential development in Pleasanton.
