Once the FEIR is
available, the County will be able to schedule public hearings to consider approval of the
project with the County Planning Commission and Board of Supervisors.

Alameda County Housing Element
In October 2024, Alameda County published a revised draft Housing Element that included
both the Arroyo Lago and East Lakes sites in its sites inventory as “pipeline projects.” On
November 6, 2024, City staff submitted a letter about the sites inventory to the County, and
then met with County staff on November 21, 2024, and further submitted a second letter,
addressed to County staff and Board of Supervisors on November 26, 2024 (both letters are
included in Attachment 7). In this communication, City staff raised various concerns about
including the East Lakes site in the County’s Housing Element inventory, particularly in light of
the significant environmental concerns around the proposed offsite wastewater treatment plant
and provision of other public services. County staff considered City comments but elected to
not modify the County inventory. On December 12, 2024, the Board of Supervisors adopted
the County’s Housing Element, and on December 31, 2024, HCD issued a certification letter.

Technical Studies
The following technical studies have been or are being prepared to assist the City to review the
proposed Arroyo Lago and East Lakes projects:
• Fiscal Impact Analysis prepared by EPS (Attachment 3)
• Roadway Capacity Analysis prepared by Fehr & Peers
• Water Capacity Analysis prepared by Akel Engineering Group
• Sanitary Sewer Capacity Analysis prepared by Woodard and Curran

Note that each of the studies was prepared under the direction of City staff, with the majority of
costs for consultant services paid by the East Pleasanton applicants. Additional information on
the key findings of the technical studies is provided in the Discussion section of this report.

“City” Alternative Project Designs
The applicants have made clear their intent to continue processing both the Arroyo Lago and
East Lakes projects in Alameda County, pending any formal decision to proceed with
annexation to Pleasanton. However, the applicants have expressed willingness to work with
the City to modify the projects in conjunction with an annexation application, and after
considering feedback from neighbors of the Arroyo Lago Project, and from City staff regarding
both the Arroyo Lago and East Lakes projects, have submitted revised “City” versions of the
two projects, outlined below.

Arroyo Lago
On December 3, 2024, 330 Land Company (the applicant) submitted to the City a preliminary
review application for the Arroyo Lago project including the following modifications for a “City”
project (Attachment 4 includes excerpted pages from the plan set submitted):
• Revised utilities and grading plan. The “City” project would connect to the municipal
water and sewer system, eliminating the need for the privately operated wastewater
treatment facility and other off-site water and sewer improvements proposed for the
County project.
