Draft Memorandum January 22, 2025
East Pleasanton Annexation Fiscal Impact Analysis Page 2
Summary Table 1: East Pleasanton Annexation Program Summary
Key Findings
The following Key Findings highlight the net fiscal impact of the three proposed projects relative
to baseline conditions both with and without annexation. Actual fiscal impacts will depend on a
variety of factors that cannot be predicted with certainty, including future changes in City or
State budgeting practices, the efficiency of various City departments in providing services, and
other factors. The analysis presents impact estimates in constant 2024 dollars.
1.As proposed, all three project sites are expected to generate a positive annual net
fiscal impact on the City of Pleasanton’s General Fund if annexed into the city.
In combination the proposed projects are anticipated to generate a total positive net fiscal
surplus Pleasanton’s General Fund in the range of $903,000 each year at project buildout as
shown in Summary Table 2. The projects are expected to generate annual General Fund
revenues above and beyond the General Fund expenditures required to serve the
development, thereby more than covering its costs and generating surplus revenues to
enhance services and/or service levels citywide. Each individual project site is estimated to
have a positive impact on its own, with the Arroyo Lago site estimated to generate
approximately $289,000 in annual surplus, the East Lakes Project estimated to generate
approximately $500,000 in annual surplus, and the Parcel H site estimated to generate
approximately $114,000.
Item Program
Commercial (sq. ft.)
East Lakes - Retail 16,000
Parcel H - Light Industrial 299,655
Residential (units)
Arroyo Lago
Single Family 189
ADUs 49
Subtotal 238
East Lakes Project
Independent Living 357
Assisted Living 88
Subtotal 445
Source: Steelwave LLC
